Master Plan

During the Master Plan process several different layouts for Grant Park were considered. Most of the discussions centered around three main topics: the pedestrian circulation system, the vehicular circulation system and the recreation facilities. Consensus on several issues were: (1) No vehicular traffic should be allowed in the park (with the exception of the Zoo area and the two large existing parking lots); (2) Restore the Fort Walker area, the Ormond Avenue overlook and the stone gateways; (3) Use the existing roads through the park as a pedestrian-only (bikes included) circuit system through the entire park; and (4) Restore a natural landscape.
During the investigation and analysis of the existing circulation patterns within Grant Park, many conflicts and inadequacies were identified. Circulation types were broadly divided into two categories: vehicular and pedestrian. During analysis of vehicular circulation patterns, pedestrian safety and the functionality of pedestrian accessibility have been considered carefully and given a high priority. As a result, the Vehicular Circulation Alternates discussed do not necessarily prioritize vehicular circulation; rather, the attempt has been made to optimize vehicular access, parking, and traffic safety within the parameters of other design determinants.

The development of a Master Plan for Grant Park has not been an easy task. Reaching consensus between sports advocates and preservation interests has required compromise by both parties. The compromise has resulted in the development of a Master Plan with a Long Term Master Plan included in this appendix.
